SIGMA –graphic interactive system for administration management

SIGMA aims to assist public administration high-level management in the analysis and decisions establishment processes as well as in setting policies and regional development strategies, involving the management of information, resources, costs and relations with partners and citizens.

SIGMA is a software solution that combines advanced management capabilities with basic GIS functions, the interface being built over an interactive digital map. The aim of this approach is to facilitate a better and faster data interpretation through a graphical geospatial representation.

The system belongs to the business intelligence category, combining data from different sources and providing analysis, reporting facilities and predictive tools as well as simulation tools for some intervention and results evaluation scenarios.

The SIGMA system is built on two axes that structure the basic concepts:

Data accessibility through graphic representation and interactivity;
Flexibility in adapting the solution for different data sources and requirements.

The system adopted a multilayer architecture in order to provide coherent data flow and to ensure results’ consistency. The solution is web-based, platform independent server-side components enabling the use of the system on networks with different configurations. The partial or full exposure on the Internet is also possible.

System administration allows all levels configurations, from the data model configuration and connectivity, business rules parameterization to the establishment of user interaction rights by defining their roles.

The system offers two ways of interaction, first a GIS type with the interface built around the digital map and the second oriented to work with alphanumeric information collections and graphical representations of data series.

The SIGMA1 system is designed for the city halls level management. The system is conceived as an integrated solution for all specialized applications that serve all city hall compartments in order to establish a coherent platform for data exchange, standardized encoding and access to information. Sigma also integrates sub-units management data or data from institutions that can provide relevant information in the administrative management process.

The SIGMA2 system is designed for regional or cross-border management. The system is based on the integration of available locality level data and items that make the object of the regional administration: transport infrastructure, water, communications, tourism, regional economics, etc. Third party institutions are often relevant data sources to the theme set for the system, SIGMA2 allowing extensive network operations, even on the internet.
